まるで暦を読んでるかのように、パッタリと蝉の声が止んだ今日、9月1日。
防災の日にちなみ、長男の通う小学校（名古屋市立）で、緊急下校訓練が行われました。
名古屋市から地震注意情報が発表されたという想定で行われるその訓練は、全ての親が教室へ子供を迎えに行き、先生から子供の引渡しを受けるまでがメニューに含まれます。共働きの家庭ではどうしたんだろう？
わが家は僕が子供を引き取りに行きましたが、男親と思しき人は全体の1割も居ませんでした。
この時間に迎えに来てくださいと1ヵ月以上前に通知を受けた、その時刻に長男の教室へ行くと、校内放送がかかり、「ただいま、名古屋市より注意情報が発表されました。授業を中断し、ただちに下校して下さい」とのアナウンス。
・・・授業を中断も何も、既に生徒は帰り支度を済ませ、下校モードで待機していたところへ、この放送が・・・
「訓練」なので、致し方ないのでしょうけれど、そのために全ての親が教室に迎えに行かねばならない、というのは、一考を払う余地はないでしょうか？
各家庭で時間をやり繰りし、人によってはこのために仕事の調整を付けてこられた方もあると思うのですが。
中には調整できなかった方もあるのでは？と想像します。
地震はいつ発生するかわかりません。
実際に「その時」を迎えた時、全ての親が、すぐ子供の迎えに行けるというのは、現実的ではありません。
隣近所など近くの知合いや仲間またはお祖父さん、お祖母さんに子供の迎えを託す場合があるかもしれませんし、迎えに行ける時間まで学校で子供を預かってもらう場合があるかもしれません。
「訓練」であればこそ、いろいろな想定（シミュレーション）の下に、より柔軟な方法を考えられて良いのではないでしょうか？
あるいは（これは、妻の意見なのですが）、訓練だと割り切るのであれば、学校だけでなく、いっそ名古屋市か愛知県全体で取り組み、企業や全住民を巻き込んで行えれば、企業や諸団体も協力でき、子供の迎えも行き易くなるのではないでしょうか。・・・「注意情報」は、切迫度で言えば第2段階で、かなり切迫した状態の筈ですから。（第1段階：観測情報⇒第2段階：注意情報⇒第3段階：予知情報（警戒宣言））
ちなみに、次男の通う保育園では、毎月避難訓練が行われています。事前にいつと決まっているわけではありません。決まっているのは、毎月1回ということだけ。
その日は、保育士にも知らされていないかもしれません。何の予告もなく、突然園長先生がサイレンを鳴らすそうです。それを合図に、園児は保育士の誘導を受けるか、保育士に連れられて園庭に避難するようです。運良く（悪く？）子供を迎えに行った時間が避難訓練と重なれば、親も一緒に参加します（僕はまだ経験してませんが）。
0歳児から6歳児までいますので、大変ではないかと思いますが、小さな子供たちだからこそ、日頃から習慣化させておくことが大切なのでしょう。これはとても有り難いことです。
いつかきっと、「その時」はやって来ます。学校や保育園などだけでなく、各企業や各家庭においても、対策を講じておくことが大切です。言わずもがなですが。
皆さんは、「その時」、家族が集合する場所を決めていますか？
「その時」、もし携帯電話が使えなかったとしたら、どうやって連絡を取り合うか決めていますか？「171」という番号をご存知ですか？
また、名古屋市では、「東海地震注意情報」が発表された段階で、会社員は「会社の指示に従って行動すること」としています。皆さんの会社の対策は、万全でしょうか？
「その時」、社員に適切な指示ができますか？
